Saint-Brieuc Bay wind farm: the prefect of Côtes-d'Armor, Iberdrola and the Loire-Bretagne water agency commit to supporting the management of protected areas
On Friday, October 10, 2025, the prefect of Côtes-d'Armor, representatives of the
Loire-Bretagne water agency and of the company Iberdrola, operator of the Saint-Brieuc offshore wind farm,
signed an agreement aimed at implementing measures to contribute to the management
of protected areas located around the Saint-Brieuc Bay wind farm.

This agreement falls within the framework of the administrative authorizations issued by the Prefect of Côtes-d'Armor on April 18, 2017 for the construction and operation of the Saint-Brieuc offshore wind farm.
Article 24 of the IOTA decree of April 18, 2017 relating to the "protected species" derogation provides for the implementation of a financial contribution from the operator "to the management of existing or future protected areas, whether or not contiguous to the zone, but close and functional for the species concerned."
The prefect has asked the Loire-Bretagne water agency to manage this contribution which will be paid by the park operator, the company Iberdrola.
This funding will support calls for projects led by the Loire-Bretagne Water Agency, aimed at raising awareness, monitoring species, restoring their habitats, and potentially improving knowledge within existing or future protected areas, whether or not they are adjacent to the Saint-Brieuc offshore wind farm site. Projects enabling the deployment of operational actions will be given priority.
More broadly, since the construction phase, Iberdrola has implemented enhanced environmental monitoring programs. Of the 40 environmental monitoring measures, 19 specifically concern the operational phase.
Four new measures were put in place in 2024. These monitoring measures have significantly enriched knowledge of the marine ecosystem of the park area and the Bay of Saint-Brieuc.
The results of these measures are regularly presented to the Consultation and Monitoring Body (ISC) of the Saint-Brieuc offshore wind farm, a body set up to guarantee dialogue, transparency and collaboration between the various stakeholders involved or impacted by the project.
Comprising 62 Siemens Gamesa 8 MW wind turbines manufactured in Le Havre, for an installed capacity of 496 MW, Saint-Brieuc is the first offshore wind farm in Brittany. Its production of 1,820 GWh/year corresponds to the annual electricity consumption of 835,000 inhabitants (including heating) or 9% of the total electricity consumption of Brittany.
The progress of the wind farm project, the implementation of the project owners' commitments, and the regulations concerning the marine environment are monitored by the management and monitoring committee. This committee includes representatives from government departments and state-owned public institutions.
The committee, comprised of representatives from the inter-municipal cooperation bodies (EPCI), Natura 2000 site operators and nature reserves, and representatives from the professional fishing and shellfish farming sectors, met 14 times under the chairmanship of the Prefect of Côtes-d'Armor and in the presence of the Maritime Prefect. Between 2018 and 2021, this committee worked on validating numerous environmental monitoring protocols.
